Florida Civic Literacy and Graduation Requirement

Effective the Fall 2022 semester, the State Board of Education approved revisions to the civic literacy competency requirements to also include Master of Science (AS) degrees.

Prior to the award of an Master of Arts or baccalaureate degree, students who enter a Florida University System (FCS) or State University System (SUS) institution in fall 2021 or thereafter and students who began dual enrollment in the fall of 2021 or thereafter, must meet the following civic literacy requirements.

Civic Literacy Requirements:

(1)  Successfully completing either  POS 1041   (American Government) or  AMH 2020   (United States History from 1865) with a grade of C or higher

AND

(2) Achieving the standard score on one of the following assessments:

• Students who are entering into A.A. and baccalaureate programs under the 2021-2022 catalog year, regardless of prior postsecondary coursework must meet the requirements. This includes formerly dual enrolled, transfer, out-of-state students, and returning students entering with prior postsecondary coursework.
• Students who have previously achieved a passing score on an approved assessment or passed an approved course will have met the assessment requirement or coursework requirement, respectively, and will not need to re-take assessments or courses.
• Students transferring from another FCS institution and have met the civic literacy requirements in their associate degree are considered to have met the requirements for the baccalaureate degree.
• Students transferring from another FCS institution and have NOT met the civic literacy requirements in their associate degree must meet the requirements for the baccalaureate degree.

Civic Literacy Exam and Study Guides

The exam is drawn from the U.S. Citizenship and Immigration Services (USCIS) Naturalization Test.  A score of 48 (or higher) out of 80 questions (at least a 60%) is a passing score.  The Florida Department of Education plans to provide test preparation resources for students by the 2022 Spring Term. Until then, students will be able to prepare for the test by completing practice exercises and tests available through the following resources:
